Superintendent Viramontez recommended attendance at the CSBA AEC sessions on pension cost increases as well as attendance at the CSBA Legislative Action Day and the Santa Clara School Boards Association Legislative Brunch.

11.4. 2019 CSBA Delegate Assembly Nominations

Rationale:

School Boards who are members of CSBA are eligible to nominate Board members for CSBA’s Delegate Assembly.  

The terms of delegates are expiring on the CSBA Delegate Assembly, Region 20 (Santa Clara County). Delegates serve for a term of two years.  Within each region, approximately half of the Delegates are elected in even-numbered years and half in odd-numbered years. 

There are normally two Delegate Assembly meetings each year, one in May, preceding the Legislative Action Conference, and one in December preceding the CSBA Annual Conference.  

The Delegate Assembly is the primary policy-making body of the association.  Delegates adopt the association’s legislative platform, take positions on other critical issues that may come before it, elect the officers and directors, and adopt bylaws changes.  Delegates also serve as a two-way communications link between the board members in the region and the regional director, and play an important role in fostering collegiality within their region.

A board member must be formally nominated by a board in the region or subregion and may be nominated by his or her own district or county office. The nomination is an action that is taken in a public board meeting and requires a majority vote. It is the responsibility of the nominating board to obtain permission from the nominee prior to submitting his or her name.

11.5. Verbal Summary Of Salary Increase For The Assistant Superintendent Instructional Services and Assistant Superintendent Human Resources

Rationale:

Government Code section 54953 subdivision (3) states " Prior to taking final action, the legislative body shall orally report a summary of a recommendation for a final action on the salaries, salary schedules, or compensation paid in the form of fringe benefits of a local agency executive, as defined in subdivision (d) of Section 3511.1, during the open meeting in which the final action is to be taken. " 

Governing Board President, Thomas Gemetti, will provide a verbal summary of the proposed salary increase for the Assistant Superintendent Instructional Services and the Assistant Superintendent Human Resources.



 
Minutes:
Governing Board President, Thomas Gemetti, verbally summarized the proposed salary increase for the Assistant Superintendent Instructional Services and the Assistant Superintendent Human Resources.
The Assistant Superintendent Human Resources and the Assistant Superintendent Instructional Services have received a positive evaluation for the 2017-2018 school year. As afforded in Section 5.3 of the contracts for both the Asst. Supt. Human Resources and the Asst. Supt Instructional Services, the Superintendent recommends that the Assistant Superintendent of Human Resources and the Asst. Supt Instructional Services receive a 1% ongoing salary increase and a 2% one-time bonus effective July 1, 2018.

12.2. Resolution No. 2018-19-25, Resolution Of The Governing Board Of The Campbell Union School District, Withdrawal From Self Excess Liability Program Effective July 1, 2019

Rationale:

With rates for insurance increasing, we need the option to move our insurance coverage for excess liability for the 2019-20 school year.  In order to do that, we are required to provide our current excess insurance carrier 6 months notice.  This is a preliminary notice and is not binding.  If SELF remains the most competitive option, we can stay with them.

Rationale:

12.7. Instructional Materials - Williams Quarterly Report

Rationale:

As stated in Education Code 35186:

(a) A school District shall use the uniform complaint process it has adopted as required by Chapter 5.1 (commencing with Section 4600) of Title 5 of the California Code of Regulations, with modifications, as necessary, to help identify and resolve any deficiencies related to instructional materials, emergency or urgent facilities conditions that pose a threat to the health and safety of pupils or staff, and teacher vacancy or misassignment.

Campbell Union School District reports that there were no complaints filed with any school in the district during the July 1 through September 30, 2018 quarter.
