10.1. Public Hearing - Resolution 2019-20-02 Certification of Sufficiency of Instructional Materials

Rationale:
Education Code 60119 requires that a public hearing is held to determine the sufficiency of instructional materials.

Public comments are invited to determine whether all pupils, including English learners, in the District have sufficient textbooks and/or instructional materials in History/Social Science, Mathematics, English/Language Arts, and Science, aligned with the academic content standards and consistent with the content and cycles of the curriculum framework adopted by the State Board of Education.


 
Minutes:
Governing Board President, Michael Snyder, opened the public hearing at 7:12 p.m. in order to receive comments from the public to determine whether all pupils, including English learners, in the District have sufficient textbooks and/or instructional materials in History/Social Science, Mathematics, English/Language Arts, and Science, aligned with the academic content standards and consistent with the content and cycles of the curriculum framework adopted by the State Board of Education.

There being no comments, President Snyder declared the public hearing closed at 7:13 p.m.
10.2. Resolution 2019-20-02 Certification of Sufficiency of Instructional Materials

Rationale:

Education Code 60119 requires the Governing Board to conduct an annual public hearing within the first eight weeks of school and make a determination, through a resolution, that every pupil, including English learners, in the District have sufficient textbooks or instructional materials in specified subjects that are aligned to the academic content standards and consistent with the content and cycles of the curriculum framework adopted by the State Board of Education in History/social science, Mathematics, English/language arts, and Science.

The needs of students in each curricular area were assessed by the teachers in the spring and replacement materials for the district adopted texts were ordered. In the fall, the schools conducted a survey of “sufficiency” of instructional materials for each student and additional materials were ordered as needed.

All materials other than Board adopted are considered supplementary and vary by school.

11.1. Parcel Tax Survey Results

Rationale:

The Assistant Superintendent of Administrative Services along with TBWB Strategies and EMC Research will present the results of the Parcel Tax survey for Campbell Union School District.

The District contracted with TBWB Strategies to investigate the possibility of a second parcel tax measure in early 2020.  The results of the survey have been compiled.

Rationale:

These designed metal wall panels are for the stairs in the new two-story wing at Monroe.  This work was not included in the original bid documents in the AMS Modular Agreement.

Funds for this work are from Measure CC and are included in the original budget for the project.

12.11. Management Consulting Agreements Between Campbell Union School District And TBWB Strategies

Rationale:

To investigate the possibility of a second parcel tax measure in early 2020, the District would need to hire a consultant and survey firm. The consultant would provide the following services:

Phase I:

  1. Work with a survey firm to conduct and analyze the survey
  2. Analyze voters in the district
  3. Research other local ballot proposals
  4. Recommend election dates
  5. Present recommendation to the Board

Phase II:

  1. Develop potential parcel tax strategies
  2. Work on tax structure and rate
  3. Recommend ballot resolution language
  4. Work with an attorney on ballot language
  5. Develop informational fact sheets
  6. Prepare information for meetings
  7. Write and design flyer for voters

The cost for the consultant, survey, and informational mailer would be approximately $59,900.  The survey has already been completed and will be presented to the Board at the August 15, 2019 meeting.

The District will be renovating the B-Wing at CSI.

The base bid includes all the work to renovate the two story building at CSI.  The low bidder is Commercial Plumbing and Building, Inc. at $1,080,850.00

In addition to the base bid, we included an alternate bid for the work of converting and renovating the D Studio.  Commercial Plumbing and Building's bid price was $680,800.00.

It is our recommendation to award both scopes of work for a total of $1,761,650.00.

12.25. Application to the Commission on Teacher Credentialing for a Provisional Internship Permit

Rationale:

Due to a severe shortage of Special Education teachers and following a diligent search for fully credentialed candidates, we have determined that Ms. Urmi Dutta is the most qualified applicant for the Special Day Class, Teacher at Lynhaven Elementary School.  Ms. Dutta has been an Instructional Assistant in the classroom where she will be placed, since December 2018.  She is currently enrolled in SCCOE’s Education Preparation Credential Program and expects to earn her Mild/Moderate Intern Education Specialist Instruction permit by next school year.  Therefore, in the interim, she will need to be placed on a Provisional Internship Permit while she completes the pre-requisite subject matter tests and coursework requirements.

Rationale:

Rhythm and Moves Inc. will provide Physical Education and Music programs which include assessments, equipment, teachers, curriculum, and supervision of the program. Rationale:

Under Education Code 20118.3 the Governing Board of any school district may purchase supplementary textbooks, library books, educational films, audiovisual materials, test materials, workbooks, instructional computer software packages, or periodicals in any amount needed for the operation of the schools of the district without taking estimates or advertising for bids.

12.28. Instructional Materials - Williams Uniform Complaint Quarterly Report

Rationale:

As stated in Education Code 35186:

(a) A school District shall use the uniform complaint process it has adopted as required by Chapter 5.1 (commencing with Section 4600) of Title 5 of the California Code of Regulations, with modifications, as necessary, to help identify and resolve any deficiencies related to instructional materials, emergency or urgent facilities conditions that pose a threat to the health and safety of pupils or staff, and teacher vacancy or misassignment.

Campbell Union School District reports that there were no complaints filed with any school in the district during the April 1 through June 30, 2019 quarter.

12.29. Authorization to Purchase iReady Site Licenses

Rationale:

iReady is an adaptive diagnostic assessment and online instruction tool that we used during the 2018-2019 school year to provide ongoing diagnostic information about student achievement in grades 1st – 8th in both English Language Arts (ELA) and Math. Students were also able to complete tailored instructional lessons lessons, based on their diagnostic results, which furthered their learning of Common Core standards. We will continue using the iReady diagnostic assessments for the 2019-2020 school year. iReady exams have also been approved by the State Department of Education for determining the end of the year learning achievement of second grade students.

At least 3 times during the year, students in grades 1st – 8th will be assessed in their proficiency of the Common Core standards: a window for baseline information has been established for administration of the exam within the first two weeks of school. iReady exams will be given prior to the fall and winter reporting periods, grades 2nd – 8th for both ELA and Math, and in grade 1 for Math.

Since iReady is an adaptive diagnostic it will accurately pinpoint the needs of individual and groups of students. It then provides blended instruction to the student in the form of customized online learning and recommendations for direct teacher instruction. iReady trainers will meet with our Instructional Leadership Teams to ensure understanding of the tool, the resulting test data, and the alignment of individualized instructional lessons for each child.

13.1. Resolution 2019-20-05 Resolution To Provide Reasonable Eligibility For Families Under The National School Lunch Program

Rationale:

For years studies have shown that hunger affects the well-being and academic performance of students in our classrooms. Chronic hunger can prevent children from reaching developmental milestones, leading to learning disabilities and cognitive impairment. To support families faced with chronic hunger and living below the poverty line, the National School Lunch program was established. 

The National School Lunch Program is a federally assisted meal program operating in our public and nonprofit private schools. It provides nutritionally balanced, free and low-cost lunches to children each school day. The program was established under the Richard B. Russell National School Lunch Act, signed into law in 1946. According to the USDA, in 2016, over 30 million children were served nationwide. 

In 2017-18, over 102,000 students in Santa Clara County received free/reduced lunch through this program. That’s over one-third of the total K-12 public school student population. By providing breakfast and lunch to students at no charge, a better learning environment is provided for all of our students. 

Proposed changes in the FDAs annual adjustment for eligibility guidelines used to determine free and reduced meals and free milk from July 1, 2019 - June 30, 2020, adversely affects schools participating in the National School Lunch Program and other important nutrition programs. By raising the eligibility requirements for families receiving food stamps through SNAP - Supplemental Nutrition Assistance Program - students receiving free and reduced meals at school will be adversely impacted. 

California generally represents roughly 10 percent of the national SNAP caseload, about 2 million children in California, 111,000 in Santa Clara County alone. There are no estimates yet of how many of those might lose eligibility if the new rule is approved. 


The U.S. Department of Agriculture is asking for public comment through September 23, 2019, on a proposal to restrict the number of families eligible for SNAP. Families who would no longer qualify for SNAP under the new rule will also lose their automatic eligibility for free school meals. Currently, families enrolled in SNAP are automatically eligible for free lunch, so they do not have to apply separately. If this change is approved, many families that no longer qualify for food stamps could still qualify for reduced-price meals at school, but they would have to submit paperwork to apply.
