Associate Superintendent of Human Resources, Shelly Viramontez, presented information from a Senate Education Committee informational meeting on attracting, developing and retaining high quality educators.
10.2. COMMON CORE UPDATE

Rationale:
The Assistant Superintendent of Instructional Services will update the Board on Campbell Union School District's Common Core Report Cards.

10.4. 2016 SUMMER PROGRAMS UPDATE

Rationale:

Information about the 2016 Summer Academy and Summer Extension Programs will be presented by the Director of Instructional Services, Edna Laskin, and Director of Extensions, Annemarie Murphy. 

The Summer Academy will take place at Lynhaven Elementary School for students in grades 1st - 8th from June 20th - July 15th with the focus on targeting English Language learners, low-income and foster youth students.  Students in grades 6th – 8th will be invited to attend a math intervention class designed for struggling students. We will be working in partnership with Sillicon Valley Education Foundation (Elevate Math) and Campbell Union High School District to teach all math intervention classes.  

The Extensions department will be running a variety of different summer camps for both CUSD and Non-CUSD families.  Summer camps begin the week of June 13th and run through August 12th.

11.2. FIELD TRIP REQUEST: MONROE MIDDLE SCHOOL 6TH GRADE STUDENTS TO THE SCIENCE EXTRAVAGANZA WORKSHOP AT SAN JOSE STATE UNIVERSITY

Rationale:

This trip will have students participating in hands-on workshops to enhance their knowledge of the world of Science, Technology, Math and Engineering (STEM). Students will learn how to build structures such as roller coasters and bridges, create environmental sustainable solutions and build electric circuits using engineering fundamentals. Students will also have the opportunity to conduct projects and attend workshops conducted by industry professionals, professors and college students.

Financial Impact:
There is no impact to the General Fund as San Jose State University will be funding this trip in its entirety. They will be providing breakfast, lunch and transportation for all students.

11.3. OVERNIGHT FIELD TRIP REQUEST: SHERMAN OAKS ELEMENTARY SCHOOL 6TH GRADE STUDENTS TO THE YOSEMITE INSTITUTE, YOSEMITE NATIONAL PARK

Rationale:

This trip will teach participants about the natural world in experiential, interdisciplinary ways and use the earth sciences as a model for the pursuit of knowledge in other fields. It will provide opportunities for the students to observe and describe features of the natural world while building community and a sense of citizenship. It will also guide them to develop their own conclusions about how global environmental stewardship fosters the continued existence of the natural world and the sustainability of resource use.

11.4. INSTRUCTIONAL MATERIALS-WILLIAMS UNIFORM COMPLAINT QUARTERLY REPORT

Rationale:

As stated in Education Code 35186:

(a) A school District shall use the uniform complaint process it has adopted as required by Chapter 5.1 (commencing with Section 4600) of Title 5 of the California Code of Regulations, with modifications, as necessary, to help identify and resolve any deficiencies related to instructional materials, emergency or urgent facilities conditions that pose a threat to the health and safety of pupils or staff, and teacher vacancy or misassignment.

CUSD reports that there were no complaints filed with any school in the district during the October 1 through December 31, 2015 quarter.

11.5. APPOINT NEW MEMBER: MEASURE G CITIZENS BOND AND PARCEL TAX OVERSIGHT COMMITTEE

Rationale:

Once certain bond measures pass in California, state law requires the District School Board to appoint an “independent citizens oversight committee to oversee the expenditures and uses of bond revenues, and then report their findings to the public.”   (Board Policy and Administrative Regulation 7214, General Obligation Bonds)

The purpose of these committees is to review district spending and ensure that bond revenues are used only for the purpose set before the voters in the wording of Measure G, as they appeared on the ballots.

Under Section 15282(a) of the Education Code, the committees must have at least seven members who serve for a term of two years without compensation and for no more than two consecutive terms.  These members must represent specific segments of the community: a business organization in the community, a community senior citizens organization, a representative of a bona fide taxpayers organization, a parent/guardian of at least one child enrolled in the District, as well as a parent who is an active member in a District parent-teacher organization.

11.7. DONATIONS

Rationale:

Donations in excess of $300.00 are accepted by the Board at a public meeting.  Letters of acknowledgment and appreciation are sent to all donors, regardless of the monetary value of the donation.

  • $1,000.00 donated by Silicon Valley Community Foundation to Blackford Elementary School to be used for support transportation costs and student attendance fees for student to attend the Abby Sobrato Science and Sustainability Center program.
  • $500.00 donated by Calif Latino Superintendents Assoc to the Campbell Union School District.
  • $772.95 donated by Lifetouch National School Studios to Castlemont Elementary School.
  • $14,833.28 donated by Village School PTA to Campbell Union School District to be used for music and art program at Village School.

11.8. PERSONNEL REPORT

11.9. CUSD PRESCHOOL FEES FOR NEW OFFERINGS FOR THE 2016-2017 SCHOOL YEAR

Rationale:

The District is recommending adopting the fees as detailed below for the 2016-17 school year based on a market study of local preschools.  We are expanding from a 10 month program to a 12 month program at Forest Hill and Marshall Lane and adding a two-year-old classroom based on the needs of the community.

Rationale:
The Agenda Online service is a web-based service that enables the District to facilitate the development and distribution of  board meeting agenda packets.
 
Financial Impact:
Cost $2,750.00 for one calendar year, plus a one-time training fee of $250.00.
Minutes:

12. ACTION ITEMS - REGULAR AGENDA

12.1. PROPOSED 2016-2017 EMPLOYEE WORK YEAR CALENDAR

Rationale:

The proposed Employee Work Year Calendar is submitted for consideration. This draft is based on 180 student days, two teacher workdays, and three professional development days. The designated Winter, Spring and Presidents' Week breaks are aligned with the anticipated Campbell Union High School District calendar. Adjustments to the proposed calendar may be necessary if there negotiated changes in the Collective Bargaining process between District and Campbell Elementary Teachers Association (CETA) and /or California School Employees Association (CSEA) Chapter 868.

Calendar Includes:

  • 180 Student attendance days;
  • 185 Teacher work days (includes three professional development days and two teacher work days)

12.2. GOVERNING BOARD RESIGNATION AND PROCESS TO FILL VACANT SEAT

Rationale:

Board Member Juliet Tiffany-Morales has submitted a letter announcing her resignation, effective end of business day March 10, 2016. Whenever a resignation occurs, the governing board must either order an election or make a provisional appointment, as appropriate. The vacancy must be filled within 60 days of the date the resignation is filed with the County Superintendent of Schools. A governing board member may not defer the effective date of their resignation for more than 60 days after the date the resignation is filed.

OPTIONS TO FILL THE VACANCY:

When a vacancy occurs, the Board shall take the following action, as appropriate:

1.       When a vacancy occurs less than four months before the end of a Board member's term the Board shall take no action.  (Education Code 5093) 

2.       When a vacancy occurs four or more months before the end of a Board member's term, the Board shall, within 60 days of the date of the vacancy or the filing of the member's deferred resignation, either order an election or make a provisional appointment, unless a special election is mandated as described in item #3 below.  (Education Code 5091, 5093) 

3.       When a vacancy occurs from six months to 130 days before a regularly scheduled Board election at which the position is not scheduled to be filled, a special election to fill the position shall be consolidated with the regular election.  The person so elected shall take office at the first regularly scheduled Board meeting following the certification of the election and shall serve only until the end of the term of the position which he/she was elected to fill.   (Education Code 5093) 

4.       When the special election described above is not required, the Board may make a provisional appointment.  (Education Code 5091, 5093)

Based on the deferred resignation date of March 10, 2016, the Board has two options to fill the vacancy:

  1. Provisional Appointment – The Board can publically announce and advertise the vacancy and accept community applications;
  2. The Board can order an election.

When a provisional appointment is made, the registered voters of the District have 30 days following the provisional appointment to petition for a special election to fill the vacancy.

A person appointed to fill a vacancy shall hold office only until the next regularly scheduled election for district governing board members, whereupon an election shall be held to fill the vacancy for the remainder of the unexpired term.  A person elected at an election to fill the vacancy shall hold office for the remainder of the term in which the vacancy occurs. 

The term of the vacant position expires in November 2016; therefore, the person appointed to fill the vacancy will hold office through the date of the next regularly scheduled election for district governing board members, November 8, 2016.  At that time, an election will be held to fill the seat.
