Rationale:

Students from Marshall Lane Elementary will present a sampling of projects from their recent STEAM Family Night and Science Innovation Fair.

11.3. Approve Submission Of Form J-13A For The One Day Material Decrease Of School Attendance On November 16, 2018 Due To Bad Air Quality Caused By Local Fires

Rationale:

The California Department of Education Form J-13A, Request for Allowance of Attendance because of Emergency Conditions, is being submitted for Board review and approval.  A material decrease in Average Daily Attendance (ADA) occurred on November 16, 2018 due to bad Air Quality in San Jose caused by fires that began on November 12, 2018 and continued for days. 

On November 16, 2018 the following schools were affected by declined attendance: Blackford, Capri, Castlemont, Rosemary, and Village.

The estimated average daily attendance (ADA) decrease on November 16 is expected to be 1.695, which is approximately $16,889.

11.4. Agreement Between Campbell Union School District And Santa Clara County Regional Technology Center Of The Santa Clara County Office Of Education For QSS System And Telecommunication Services For The 2019-20 Fiscal Year

Rationale:

The County Office of Education provides districts with on-line payroll and purchasing warrant processing.  In addition, they provide the on-line computer accounting software for our accounting records and financial documents.  This is a continuation of a relationship that has been on going. The charges for 2019-20 represent a $4,039.50 decrease over 2018-19.

11.5. Appoint New Member: Citizens Bond And Parcel Tax Oversight Committee

Rationale:

Once certain bond measures pass in California, state law requires the District School Board to appoint an “independent citizens oversight committee to oversee the expenditures and uses of bond revenues, and then report their findings to the public.”   (Board Policy and Administrative Regulation 7214, General Obligation Bonds)

The purpose of these committees is to review district spending and ensure that bond revenues are used only for the purpose set before the voters in the wording of Measures G and CC as they appeared on the ballots.

Under Section 15282(a) of the Education Code, the committees must have at least seven members who serve for a term of two years without compensation and for no more than three consecutive terms.  These members must represent specific segments of the community: a business organization in the community, a community senior citizens organization, a representative of a bona fide taxpayers organization, a parent/guardian of at least one child enrolled in the District, as well as a parent who is an active member in a District parent-teacher organization.

Appoint Jeni Goedken, who resides within the District boundaries, is a parent/guardian of a child enrolled in the District, and is active in a parent-teacher organization, to the Citizens' Bond and Parcel Tax Oversight Committee, effective March 28, 2019.

Rationale:

Enclosed is a detail listing of all Santa Clara County Treasury Investments and a list of all bank balances of Campbell Union School District as of September 30, 2018.   The average County pool yield on December 31, 2018 was 2.13%.  The prior quarter yield was 1.86%.

11.12. Increase Funding For Agreement Between CUSD and Esther B. Clark School

Rationale:

At the September 13, 2018 Governing Board Meeting the Agreement Between CUSD and Esther B. Clark During the  2018-2019 School Year was approved for the amount $91,249.73 in order to conform to IEP requirements. Two additional services have been added for the student in the amount of $5775.45

The amended Individual Service Agreement between CUSD and Esther B. Clark in the amount of $97, 025.18 is being brought to the Board for approval.
